Speaking at the Global Conference of Artificial Intelligence (AI) summit 2025, which is held in Geneva, the UAE Assistant Minister of Foreign Affairs for Advanced Science and Technology, Omran Sharaf, has emphasized his concerns and has stated that the world must ensure that AI weapons are not misused by terrorists.
At the event, he said that, “The line between peaceful and military use of new tech was becoming more vague; it is also more difficult to keep highly advanced systems safely in the hands of governments.”
He further stated that, “We have violent non-state actors owning ballistic technologies, which sometimes state actors don’t even own.”
He also added that, “Imagine that companies and governments currently using new or emerging technologies could one day find themselves in the wrong hands.”
“We shouldn’t be paranoid; we should be intelligent about the way we approach it. There are many opportunities and many benefits that those emerging technologies bring to the table.
As per the reports, he said that, “Nevertheless, we should be cautious not to be reckless and work on systems that ensure responsible behavior, transparency, and controls to prevent it from falling into the wrong hands.”
He also highlighted the blurring lines between peaceful and military uses of technology and noted that emerging technologies are increasingly being used by non-state actors, sometimes more effectively than even state governments. Sharaf called for responsible and transparent handling of these technologies, urging global cooperation to set standards and avoid reckless approaches.
He has also added that, “In the past, it was effortless for us to say this technology is civilian and the present is military.” He said that, “In the past, we could easily say only state actors would own and control these technologies.”
“Today, with emerging technologies, this is becoming very difficult. The line between civilian and military is becoming more vague. It’s a grey area. So almost everything today that we approach is turning into a dual-use technology.”
Recently, Kim Jong Un, the supreme leader of North Korea, has supervised the testing of the artificial intelligence (AI)-based suicide drones, the latest horror tool in the North Korean arsenal, which is already a nuclear-powered state.
The Korean Central News Agency (KCNA) has stated that Kim had personally overseen the testing of various kinds of reconnaissance and suicide drones produced by North Korea’s Unmanned Aerial Technology Complex.

Even Israel has been charged with using AI software and chemical weapons in strikes on Gaza that killed civilians and Hamas militants.
